Susana "Susy" Lopez-Garcia

Executive Director


Susana Lopez-Garcia became the Executive Director of Community Action of Ventura County (CAVC) on January 2, 2020.


In 2014, Susy began working at CAVC as a Cal Fresh Outreach staff then moved to manage the Medi-Cal outreach team while completing her Masters of Public Policy & Administration from California Lutheran University.  She then went on to hold the position of Manager of Community Services in which she handled agency-wide reporting and compliance relating to the Community Services Block Grant along with providing leadership to the Community Development workshops, marketing and fund development committees and agency events.


She was born and raised in Oxnard California to immigrant parents from Oaxaca Mexico.  She attended Oxnard High School and then pursued her Bachelor degrees in Liberal Studies and Spanish from California State University, Northridge.  Upon graduation, she went on to work for nonprofits in the San Fernando Valley including Children of the Night and Girls Scouts of Greater Los Angeles. 


Susana lives in Oxnard with her husband and four dogs.  On her free time, she enjoys reading, attending local events and finding new food places to try.

Fe De Leon


Fe De Leon is  responsible for the organization’s financial statements, general ledger, payroll, accounts payable, accounts receivable, and various accounting duties.  She loves her work and to her accuracy is very important in the performance of her job.


Fe has a degree in Business Administration, major in Accounting from the Philippine School of Business Administration, Manila, Philippines.  She also took accounting courses at Ventura College.


Fe enjoys watching basketball games especially when her favorite team, the Los Angeles Clippers is playing.  She also enjoys walking as her favorite exercise.



Carley Russell

Human Resources Manager

Carley is an experience Human Resources Professional with experience in the hospitality and Senior Care industry. Carley has held various operational, management, and leadership roles in small companies to global brands. She started her career in Human Resources as the Head of Recruiting for a well-known Home Care company is Los Angeles, CA. From there she worked as Human Resources Manager for Marriott International. Her passion for serving the community and those in need began when she started working as a Nursing Assistant where she proudly cared for the senior community for over 5 years.


She is particularly experienced in recruitment, staff training and developing company culture. Driven by helping others, she takes pride in providing unwavering support to employees and the organization. As a Human Resources Administrator her goals include handling employee relation issues with compassion and maintaining an enjoyable work environment.  Carley enjoys traveling, trying new foods and spending time with her husband and son.



Maria Ramirez

HEAP Manager

With over 10 years of experience working with the community in Ventura County.

Maria Ramirez oversees and coordinates assigned components of the Home Energy Assistance Program. Helping those in need with their utility bills is very gratifying for Maria and her team. This is why treating people as an individual and not a number is a priority for Maria Ramirez.

On her free time Maria enjoys spending quality time with her family and facilitating workshops for her local church.



Fanni Azueta-Lee

Energy Services Manager

Fanni Azueta- Lee has 14 years of experience working with Community Action of Ventura County.


In 2005, Fanni Started working at CAVC in the Home Energy Assistance Program department as a coordinator assisting low income families with their utility bill.


In 2008, Fanni Azueta-Lee was promoted to the weatherization department ensuring the quality of work performed is consistent with Federal, State, City, Public Utility regulations, Weatherization Installation Standards, Policy and Procedures and contractual requirements.


On her free time she enjoys reading good books and planning trips around the world with her family and friends.

Manager of Community Services

Lorenzo Bislig

Facilities Manager

Lorenzo Bislig is the organization’s Facilities Manager and in this capacity, he plays  major roles in Fleet Management, Maintenance Management, Supply Chain Management, and Facilities Management to include grounds maintenance, disaster preparedness, construction management, facilities maintenance engineering, safety and risk management.

Lorenzo enjoys spending time with his family and local church. He also manages their small printing shop business as the creative consultant during his time off.

Catalina Solis

Administrative Assistant

Catalina Solis has been in the non-profit sector for over 25 years as supportive administrative staff for Executive level at various non-profits. Her first profession was in the printing business, leading her to an Assistant Plant Manager position at her pinnacle.

As an active social justice supporter, she has been on the boards of COLOR (Community Organized for Liberty, Opportunity and Respect & VC Cool (Ventura Climate Care), lending her minute taking secretary skills. A collector and seller of 50’s vintage goods, you can find her at the Ventura Fairgrounds Flea Market selling her wares. She is also an inventor, writer, and comedian, If you need a laugh, come see her at her stand up when she performs. You can also find her at local venues of Karaoke, belting out Bill Withers’ tunes!

Catalina considers Ventura her new permanent home, residing here for 25 years, and wants to make sure our way of life is the best it can be. Working for Community Action of Ventura County and helping its mission is a rewarding way to accomplish this!
